I agree with you in the fact that a Smart City is a process on continous improvement towards a never ending goal.

And that Technology simply support the process as tool set to fascilitate the work and analysis.

Just like Businesses, Smart Cities must establish a vision and strategy, with a focus on Citizens well-being. This can be measured with environmental improvement, business growth and citizens health and satisfaction.

I noticed that this article was posted in a UX design publication. Lean UX does offer some tools to understand personas, outcome measures, and bring solutions in place with the right a "citzien"-centric approach.
